Who is allowed to vote at a meeting of all Owners:

An owner must be financial to vote at a meeting of all owners, unless the motion requires a unanimous resolution. If the motion needs a unanimous resolution it will be marked as that on the agenda.

To be financial one must have paid the levies that were due AT THE DATE ON THE AGENDA - ie date of this notice is the last words on an agenda notice.  Any levy that an owner owed at that date must be paid by the meeting if they wish to vote. 

Eg a levy due 1 June, and the meeting notice is dated 15 June for a 1 July meeting, the 1 June levy must be paid before the meeting if the owner wishes to vote.

Proxies are a voting right only.  It does not allow for that person to speak to a motion
